February 7, 2025Drama is unfolding in St. Helens, but this time it’s not coming from the school district—it’s the Police Department in the spotlight.
An investigation released last night sheds light on the events that led to St. Helens Police Chief Brian Greenway being placed on paid administrative leave last October, a move that eventually culminated in Greenway quietly resigning midway through last month.
The investigation, conducted by retired police chief Jim Band, was commissioned by the city to look into allegations of “unprofessional and inappropriate conduct.” Band said that he had tried to interview Greenway during the inquiry, but was unable to do so before Greenway’s resignation.
The probe covered a dozen allegations, including claims that Greenway had withheld mutual aid from other law enforcement agencies, undermined police recruitment efforts, and allowed certain officers to skip physical fitness tests while still collecting fitness bonuses. Additional allegations involved bullying and mistreatment of subordinates, as well as improper use of city-issued vehicles for personal purposes.
There were also reports of Greenway’s involvement in two separate incidents with the Scappoose City Council. In one, he allegedly joined a virtual meeting and removed presenters and media members from the audience; in another, he was accused of using someone else’s credentials to log into the meeting and conceal his identity.
Greenway had served as St. Helens’ police chief since 2018.
