April 23, 2025At this Thursday’s Longview City Council meeting, the council will consider directing staff to publish a request for proposals (RFP) seeking contractors to operate Hope Village—along with some major operational changes.
The two most significant changes in the proposal include requiring drug testing upon entry and ensuring the operator provides behavioral health services, allowing the operation to bill the state for those services instead of relying on city taxpayers.
Other proposed changes include developing individualized housing plans, implementing a Good Neighbor Program, maintaining site safety and cleanliness, and working toward long-term financial sustainability.
This proposal follows the formation of a three-member council committee at the January 23 regular council meeting. The committee was tasked with working alongside staff to draft an RFP that aligns with the council’s vision for the future operation of Hope Village.
